Tk did someone over hear our conferation the day as we had exactly the same dissgusion. The mentioned (over pegging) is 1 reason that weights will be lower than the best the venue offers, but other reasons include things like,

Open anglers fish that water weekly or daily insome cases just practicing and more practising so they get to know exactly what features are under water on what peg ect, were as the club angler might only fish the venue once every 12 months. When the club angler asks for advice and info ect how many replies tell you about sunken islands, gravel bars ect.

Open anglers know how the fish feed and like there feed were as the club angler is depending on either guess work or off what some one else as told you.

Basicly an open angler will only fish 1 or venues and get to know the venue to the best he can were as a club member as to fish 10 or 15 venues including commercials, canals, rivers, ect so a club angler as to know how to fish caster, maggot, worm, bread, puch, meat, pellet, corn the list is endless were the open angler only need to know to to fish what bait the venue he fishes the open on .
