What do you think ?

I live next to the boat pub in Penkridge which is right next to the canal. Last night at 1am I was having a smoke before bed and I saw an old Silver astra pull up, two guys got out had a look round and then parked up on the bridge.
They got out and opened the boot and pulled out 2 landing nets(with handles) a bucket and a bloody big hand held lamp. One guy lifted a small battery out and put it in the bucket and then connected it to the lamp.
One guy was carrying the 2 nets and the other was carrying the bucket and lamp. They set off down the ramp in front of the boat pub to the canal.
I thought 'Wonder what these are up to' and walked over to the bridge to have a look. They were walking along the edge of the canal shining the lamp in to the water right at the inside edge. They went down a fair bit and turned round and started coming back. They then came under the bridge and went up the other way towards Princefield bridge through the old boat yard basin doing the same thing.
Anyone know what they could have been up to ?
They returned back to the car and didn't appear to have anything extra than when they left. The only difference is one of the nets was removed from the landing net handle.
I had a quick peep in the car and there was a sea fishing rod with no eyes on it and it had some chrome fitting on the end. I have the car reg too.
Any idea's, just thought it was kind of odd thing to be doing at 1am on a rainy night. They were out for 50 minutes doing this too by the way.
