the coalition government has recently become concerned at the one sidedness of football in england. the government innspector for equal oportunities reported yesterday that both chelsea and manchester united have an unfair monopoly on trophies in england at the top flight. in order to counteract this as from 2011 both manchester city and liverpool will be allowed to enter the scottish and welsh league cups.
