Has anyone any real idea what this new premiership rule is all about ? Apparently "foreign" players can count as home grown players etc etc ?

something to do with if they played so many years under the age of 21 they count as home grown, not 100% but along those lines.
why they can't just say if you're mum and dad were English then your home grown and you can only have so many per squad. Too simple probably.
