penny-wort weed its back

the river soar is covered again in parts and today three of us witnessed BW moving the penny-wort with a length of rope and pushed it off the navigable river and down stream on the non navigable stretch of the river soarÂ
when approached about what they were doing,and when would they be cleaning the non navigable stretches up of the weed that has now almost covered some parts of the river from bank to bank .they turned around and said "thats got nothing to do with us we don't touch the non navigable river"
yet they thought nothing of sending the weed down stream where they know it would carry on growingÂ
is this allowed this a photo of last year
