Ive got a bag of 14mm halibut pellets with nothing to do with them. I want some halibut flavoured paste for tomorrow. If i soak these 14mm pellets in hot or boiling water will they soften so i can make a paste out of them ???

Cant see any reason why not. Use boiling water, it will get them soft quicker.
