Brian. Its where you have a fixed lead or feeder that does not slide up and down the line, allowing it to drop off if the line breaks, and more importantly where the hook is tied direct to the main line. If you break off above the feeder, the poor fish is left towing round a heavy feeder or lead, which can then tangle in snags and leave the fish to suffer a slow death. Thats how I understand it, but I am sure someone will correct me if I am wrong
